The International Study Center at Goethe University Frankfurt am Main is looking to fill the position of

Acting Manager (m/f/d)
(E 16 TV-G-U / A 16 HBesG)

at the earliest possible date on a permanent basis. The position can be filled as an employee or as a civil servant. To be appointed as a civil servant, you must fulfil the requirements under civil service regulations, a position in salary group A 16 HBesG is available. Alternatively, the position can be filled as an employee, in which case the classification is based on the job characteristics of the collective agreement applicable to Goethe University (TV-G-U).

The International Study Center (ISZ) is a central organizational unit of Goethe University. It consolidates the university's expertise in language acquisition, both in preparation for and during studies, for degree-seeking students. Additionally, the ISZ fosters the integration of international students and academics across all areas of the university. Through the development and delivery of courses and other formats, the ISZ actively supports multilingualism and transculturality in the following areas:

• Studienkolleg and Feststellungspr眉fung (university entrance examination)
• Preparation courses for the DSH examination
• Study-related German language courses at nearly all levels, including German as an academic language
• Foreign language courses
• German language courses for highly qualified refugees

The ISZ collaborates closely with other relevant units at Goethe University, fostering diversity and internationalization through a holistic advisory and support approach that spans the entire student life cycle. It assists the university鈥檚 faculties in designing and implementing preparatory courses and in managing university admissions in accordance with 搂 60 par. 8 HessHG. Additionally, the ISZ offers foreign language courses during studies as well as native language courses. These services are provided not only for Goethe University but also for other universities in the region, in line with an agreement with the Hessian Ministry of Higher Education, Research and the Arts. The ISZ is authorized to charge fees for its services and is frequently engaged in externally funded projects.

Your tasks:

• independently develop the ISZ鈥檚 portfolio, organizational structure, and all administrative processes, considering internal university requirements and those within the RMU and KHU frameworks
• manage personnel and provide functional supervision for all employees, ensuring team development and overseeing budget planning for personnel and non-personnel costs
• address fundamental issues, draft statements on proposed legislation, and respond to inquiries from ministries
• act independently in interactions with higher authorities, university committees, other centers, administrative areas, departments, and non-university institutions
• advise the Executive Board on strategy development
• responsibility for examination procedures within the framework of the relevant regulations, organisation of state examinations, chairing examinations and appointing examination boards
• provide forward-thinking guidance to the Executive Board, central organizational units, and departments on foreign and second language acquisition, as well as language as a core skill
• oversee public relations and manage the ISZ鈥檚 public image
• build networks and foster cooperation with other organizational units at Goethe University and similar institutions at other universities, particularly within the RMU
• write proposals for third-party funding and secure sponsorships
• implement projects and ensure their seamless transfer to the operational structure
• conduct evaluations and prepare comprehensive reports (statistics, documentation)
• hold overall responsibility for quality management at the ISZ, ensuring quality assurance and process optimization in collaboration with appropriate university units
• represent Goethe University in organizations and committees that facilitate collaboration among higher education institutions

Employment requirements:

• qualification for the career of the higher education service for the gymnasium level for appointment as a civil servant or a relevant comparable qualification for appointment as an employee
• successfully completed doctorate would be desirable
• several years of professional experience in designing change processes in organizations, with special expertise in structuring organizational and operational structures, projects, and processes
• specialist knowledge and professional experience in the fields of second language learning and foreign language learning
• several years of professional experience in project realization
• extensive professional experience in the design and optimization of work processes in teams
• sound knowledge in planning and managing budgets
• strong expertise in personnel management and development, including the management of personnel budgets and staffing plans
• several years of professional experience in a leadership position
• excellent knowledge of the German and international education systems
• conceptual and strategic thinking, with a goal-oriented approach
• service-oriented, with strong organizational, team, and communication skills
• proficient in using standard Office applications
